The Government of Bihar, on September 15, 2026, enacted the Registration (Bihar Amendment) Act, 2026, extending to the whole State of Bihar and coming into force from the date of publication in the Official Gazette. The Act amends the Registration Act, 1908 to introduce a specific provision concerning conversion deeds.
The amendment inserts Section 17(1)(f) after Section 17(1)(e) of the Registration Act, 1908. It defines a “Conversion Deed” as a document prepared for converting agricultural land for commercial use, where the holder or owner intends to change the land-use classification from agricultural to commercial use.
Accordingly, documents relating to the conversion of agricultural land to commercial use are specifically brought within the amended registration framework under the newly inserted provision. The amendment is applicable throughout Bihar and takes effect upon publication in the Official Gazette.
